A survey, either general or partial, according to the circumstances, shall be made every time an accident occurs or a defect is discovered which affects the safety of the vessel or the efficacy or completeness of its lifesaving appliances, fire-fighting or other equipment, or whenever any important repairs or renewals are made. The survey shall be such as to Ensure that the necessary repairs or renewals have been effectively made, that the material and the workmanship of such repairs or renewals are in all respects satisfactory, and that the vessel complies in all respects with the regulations in this subchapter. Except as provided in chapter 37 and section 3505 of this title, a foreign vessel of a country having inspection laws and standards similar to those of the United States and that has an unexpired certificate of inspection issued by proper authority of its respective country, is subject to an inspection to ensure that the condition of the vessel is as stated in its current certificate of inspection. A foreign country is considered to have inspection laws and standards similar to those of the United States when it is a party to an International Convention for Safety of Life at Sea to which the United States Government is currently a party. A foreign certificate of inspection may be accepted as evidence of lawful inspection only when presented by a vessel of a country that has by its laws accorded to vessels of the United States visiting that country the same privileges accorded to vessels of that country visiting the United States. Vessel's documentation does not meet the requirements in the bilateral agreement between United States and Canada. Electrical switchboards shall be suitably guarded. Electrical panel "L6" in engine room does not have a faceplate.

Loadlines are required to conform to the vessel's International Loadline Certificate. Loadline on the vessel does not conform.

Ships are required to have one international shore connection complying with the Fire Safety Systems Code. International shore connection was found to be rusted and unable to thread a hose.

The vessel departed port greater than 6 hours from the departure date on the Notice of Arrival without providing an update.

Non-motor lifeboat does not have a secondary means of propultion. The sail and mast is missing.

Minimum [name withheld] states that at least (2) persons shall hold a Radio General Operator Certificate. Only (1) Officer holds this Certificate(3rd Officer). The vsls Flag State (Canada) must provide proof that vsl is sailing IAW the Minimum Manning Certificate or give an Exemption prior to departure. (STCW 95).
