13101 - This part contains requirements for the design, construction, installation, and operation of propulsion and auxiliary machinery, piping and pressure systems, steering apparatus, and associated safety systems. Machinery and equipment installed on each vessel must be suitable for the vessel and its operation and for the purpose intended. All machinery and equipment must be installed and maintained in such a manner as to afford adequate protection from causing fire, explosion, machinery failure, and personnel injury. Wing clamp on port shaft packing gland was cracked. Repairs completed to the satisfaction of attending Marine Inspector. Wing Clamp to be replaced at next credit drydock (NLT 5/31/2026)

13108 - Propulsion machinery must capable of operating at constant marine load under such requirements without exceeding its designed limitations. While underway the vessel's crew noticed the port side generator was running at a high temperature. The cause is still to be determined. 46 CFR 182.200(a)

The minimum capacity of the power fire pump shall be 50 gallons per minute at a pressure of not less than 60 pounds per square inch at the pump outlet. The pump outlet shall be fitted with a pressure gauge. The vessels fire pump gauge was inoperable and the pressure was not able to be verified. Pressure at the hose was inadequate.

On a vessel of more than 19.8 meters (65 feet) in length, the public address system must be a fixed installation and be audible during normal operating conditions throughout the accommodation spaces and all other spaces normally manned by crew members. Vessels public address system was inoperable on the interior passenger decks.

Where fire extinguisher systems are not required, but are installed, the system or equipment and its installation shall meet the requirements of 46 CFR 181. The system was found to have leaks and is inoperable. Make permanent repairs to the system and provide documentation from a servicing technician that the system is fully operable. 46CFR181.05-5

A grease extraction hood must be equipped with a dry or wet chemical fire extinguishing system meeting the applicable sections of NFPA 17 “Dry Chemical Extinguishing Systems,” 17A “Wet Chemical Extinguishing Systems,” or other standard specified by the Commandant, and must be listed by an independent laboratory recognized by the Commandant. The vessel’s hood has not been serviced. Provide documentation of the systems servicing.

EPIRB shall be installed to automatically float free. The vessels hydrostatic release mechanism is expired in 2018. Replace the hydrostatic release with a valid unit.

Vessel is required to ensure a garbage management plan is in place. Vessel did not have a garbage management plan IAW 33 CFR part 151. Ensure the signed management plan is retained on board and posted.

Repairs or alterations to the hull, machinery, or equipment that affect the safety of the vessel must not be made without the approval of the cognizant [name withheld] the extent of material defect and mark repairs in kind at the following identified locations to the satisfaction of the attending marine inspector: (1) Hole identified on the stbd bow rub rail (2) 02 most outboard wasted frames and numerous holes in the deck on the stbd quarter. (3) Marked area on port quarter deck.

Vsl is broadcasting no IMO #, no dimension information (AIS Antenna Position ABCD values equals 0) and no static draft information.

Enclose exposed wires in FWD head

Remove excess paints, thinners and alcohol gels.

Mount electrical box's near sprinkler head tank #1 and engine room bilge pump boxes

Mount fire extinguisher behind the bar and in the pilot house.

Mark emergency escape for galley and engine room.

Prove proper operation of fire door separating the galley and accommodation space.

Replace both generators by NOV 1st, 2017

Remove hold back device and install sill/jam of fire door separating bridal suite and main accommodation space.

Pack wire penetration separating pilot house from female head with approved fire stop material.

Replace bilge strainer in galley. Current strainer does not have enough open area.

Remove hold back device and install latch on fire door separating female head and 2nd deck bar.

Adjust shaft packing on port side.

Man overboard arrangements are not adequate to recover a helpless victim from the water. Demonstrate procedures for recovery of a helpless victim.

Properly repair wasted pipe guard on STBD FWD bow in front of the main deck windows.

Properly repair the STBD side lower fender plate from the 5th to the 7th windows forward.

Properly repair the port side rub rail half pipe from the loading door forward approximately 20' where holed/ wasted.

Reinstall concrete in sewage tank to original condition. Approximately to top of keel with exception of two sumps.

Crop and renew to good metal the bottom plating and associated framing in the galley starboard side. The vessel is restricted to Boston Harbor.

Permanently hardwire electrical receptacle on stbd side of steering consol. Or alternatively remove.

Permanently hardwire electrical equipment connected to 02 power strips installed on stbd side of steering consol.

Remove extension cord in engine room powering air compressor. Make permanent electrical cord for power.

Several transverse frames were found wasted in vessel's bilge in galley room. Vessel is restricted to Boston Harbor and Harbor Islands and not more than 1 mile from shore.

Due to grounding vessel must complete insternal structural exam conducted by CGMI and also conduct a dive survey to be reviewed by attending MI.
