Each towing vessel must have a means to monitor and control the amount of thrust, rudder angle and (if applicable) direction of thrust at each operating station. The ITV BETSY BLESSEY lost its port rudder. The ITV BETSY BLESSEY must tie up with the ITV CHARLIE MELANCON (O.N. 1209021) and proceed to National Maintenance in Paducah, KY to install a port rudder. The installation of the port rudder and steering tests must be to the satisfaction of the TPO (ABS). Also, ABS surveyor must provide Sector Lower Mississippi River objective evidence that the port rudder was replaced and that the steering tests were conducted satisfactory prior to commercial operations.
