Emergency lighting must be provided for all internal crew working and living areas and must provide sufficient illumination under emergency conditions to facilitate egress from each space. The vessels crew rooms do not have any emergency lighting or phosphorescent strips for egress.

Resolution: Vessel repaired the recently installed ventilation closure device; a bushing was added to the fan shroud, which supports closure plate assy. OP TEST SAT, closure device secures consistently, with no exposed gaps to allow air intake.

Emergency fuel shut off valves must be fitted on any fuel line that supplies fuel directly to a propulsion engine or generator prime mover. The vessels port generator fuel shut off valve wire rope was painted to the bulkhead and inoperable. Corrected on the spot.

Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. Propulsion machinery, including main engines, reduction gears, shafting, bearings, and electrical equipment and systems, must:(1) Be maintained to ensure proper operation;(2) Be suitable for route and service; and(3) Have suitable propulsion controls to provide the operator full control at each operating station. 46 CFR 143.205 (c) 17 A or C Vessel reported loss of propulsion control. Vessel is being assisted to fleeting area for repairs. Prior to getting underway provide proof of satisfactory operation of the main engines to the CG marine inspector, TPO or TPO approved internal surveyor.
