Vessel is permitted to proceed to the Bean Dock in Port Huron provided they have a tug assist and anchor watch on standby. Vessel is not to depart from their current location at anchorage until confirmation has been made with the Duty Marine Inspector and they have indicated that the vessel may proceed to the Bean Dock. Vessel is to have a service technician on-board to assess and carry out repairs to the satisfaction of the attending class surveyor or Marine Inspector. Class report and service report to be provided to Marine Inspector. Vessel to notify the local Duty Marine Inspector prior to departure from the Bean dock after repairs have been made by calling [phone withheld]. Fixed fire-fighting galley system is intended by the manufacturer and MSC approved plans to secure power to the stove/oven. In its current configuration, when the system is activated, power is not secured to the stove/oven. While the new breaker is on order, vessel crew may operate the stove/oven with a firm understanding that if there is a fire and they intend to activate the galley fixed system, they must attend the breaker panel and manually secure power to both the oven and stove.

During inspection it was discovered that the STATE OF MICHIGAN still had unresolved comments/issues with the vessel's Periodic Safety Test Procedures. MSC Letter E-2-1701081 included a testing requirement for: "Independent Bilge Suction and Emergency Bilge Suction must be tested in accordance with 46 CFR 56.50-50(e), 56.50-50(f)(4), and 62.50-20(e)(4). Please revise the document accordingly." Submissions were made to address this comment and MSC determined that the amended PSTPs were considered satisfactory for shipboard testing as per MSC Letter E2-2002752. Sector Sault Ste Marie has allowed the vessel to be manned with one additional Licensed Engineer on top of the normal full manning requirement as per their letter dated April 25, 2019 which allowed the vessel to continue operation until its next COI exam which was May of 2020. At which point the PSTPs were required to be approved and then tested for CG Marine Inspectors. That letter is no longer valid as that COI inspection has come and gone and the issue was not resolved. The vessel may proceed on a one time transit to Traverse City and shall have the engine room manned with 3 licensed engineers at all times. PSTPs to be resolved to Sault Ste Marie's satisfaction.

The Davit installation for the rescue boat is not certified for use with the installed rescue boat. The davit's approval is for launching only SOLAS rescue boats up to 6 persons under approval series 160.156. The rescue boat that is installed is a 7 person SOLAS approved rescue boat. The fully equipped weight of the rescue boat with 7 persons is in excess of the davit's Safe Working Load (SWL). The installation shall be renewed as necessary to achieve full compliance with the regulations and full compatibility of the units. Either the Davit may be changed out to reflect a Davit approved for the current rescue boat or the rescue boat may be changed out to comply with the Davits approval and design perimeters. Full plans are to be submitted to the Coast Guard's Marine Safety Center for review and approval. Installation and testing must be overseen by a qualified Coast Guard Marine Inspector. In the interim for a period of no more than 12 months with a drop dead date of November 24th, 2021 the current installation may remain in service with the restriction that AT NO TIME MAY MORE THAN 5 PERSONS OCCUPY THE RESCUE BOAT DURING RAISING OR LOWERING EVOLUTIONS.
