001 - The general principle governing the provision of lifeboats is that they shall be readily available in case of emergency. PSCO witnessed crew attempting to lower stbd lifeboat with fall prevention devices attached. Crew explained fall prevention devices were left in place during voyage across Atlantic in case of heavy weather. Vessel's crew removed devices and PSCO discussed importance of following regulation. - SOLAS 74 Ch. III Ref 4(a)
