The vessel had 04 lifebuoys on board, of which the floating lifelight was tied to the buoy through a splice, not a clip; and two of which (standard and with the lifeline) required new grablines. Ensure that the vessel is carrying the required complement of lifebuoys, in a condition that is ready for operation.
