Each tank shall be fitted with a liquid level gaging device of approved design to indicate the maximum level to which the tank may be filled. The gauging device on the #1 Port tank was inoperative. Repair or replace it to the satisfaction of the Coast Guard.

All tank vessels are subject to the regulations contained in parts 50 to 63, inclusive, of subchapter F (Marine Engineering) of this chapter... Valves for drawing fuel or draining water from fuel are not permitted in fuel oil systems except that a single valve may be permitted in the case of diesel driven machinery suitably located within the machinery space away from any potential source of ignition. Such a valve shall be fitted with a cap or a plug to prevent leakage. The plug on the bottom of the water separator leaked fuel onto the deck of the barge.
