Scantlings, material, and workmanship, subdivision of cargo spaces, fitting of cofferdams, and testing of tanks shall be at least equivalent for the requirements of the American Buereau of Shipping or other recognized classification society. Vessel was loaded with LS diesel fuel oil when the no.1 cargo tank started leaking into its adjacent void space. Vessel is authorized a one time discharge of its cargo at her facility. After being empty, vessel shall be gas freed prior enacting permanent repairs to its damaged areas. Vessel shall conduct permanent repairs to the satisfaction of a Coast Guard marine inspector. 46 CFR 32.60-1(a)

An offshore oil barge with a cargo capacity of 250 or more barrels must have a fixed or portable container that holds at least one half barrel under each loading manifold and each oil transfer connection within the coaming. Both "fuel" pipe headers on board the vessel within the coaming are missing small discharge containment. Prior to utilization of the headers, provide small discharge containment as required.
