Vessel has sustained the following damage: Starboard #1 ballast tank has an approx 36' by 8' hole. Number 1 Center Crude oil tank has an approx 17' by 2' hole. As a result the vessel no longer conforms to the structural requirements of ICLL 1966 Anx 1, Ch1, Reg1. ABS has issued a condition for vessel to proceed directly to Panama. Vessel shall rectify deficiencies prior to next US port.
