74SOLAS(14)I/II - The condition of the ship and its equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea without danger to the ship or persons on board. 74SOLAS(14)III/20A - Before the ship leaves port and at all times during the voyage, all life-saving appliances shall be in working order and ready for immediate use. Provide proof that repairs made and being conducted on STBD life board are structurally sound and are in accordance with OEM plans/designs/specs; in order to provide proof of overall serviceability of the stbd LB. At this time the stbd LB has been deemed not fit for intended service; please provide all docs to prove serviceability of the LB, to include, but not limited t: Professional engineering calculations, testing and statements, OEM plans/drawings/specs, and re-flag documentation and overall proof of repair to original design specs/characteristics; in order to potential be able to carry out proper weight/drop tests - or replace with a Coast Guard approved life boat. Based on the oversight from Sector New Orleans on 11/17/2020 we have decided to remove the Code 17 and replace with 705. The deficiency will remain open with the new code, and will only be closed out when Sector New Orleans receives confirmation that new enclosed lifeboats are purchased and installed on both the port and starboard side of the CAPE KENNEDY. Sector New Orleans will also need to witness the installation and subsequent testing, and should be notified and kept aware of any modifications to the deck / davit systems onboard. Also, all plans for the new davit/lifeboat system shall be submitted to the CG Marine Safety Center for review/approval. Stbd rudder angle indicator coupling broke.

Retroreflective tape on port and starboard life boat was found worn and in need of replacement; replaced. Also port boat was missing stencillin of boat identifier; corrected.

Prior to departure from port, conduct fire and boat drills. Drills are to be to the satisfaction of the attending CG Marine Inspector.

Prior to departure from port, provide licenses/documents for the crew of the vessel IAW the manning required on the Certificate of Inspection.

Conduct an external audit of the vessel's SMS in the presence of a Coast Guard Marine Inspector.

Provide proof of annual life raft servicing prior to departure from next US port.

Provide proof that the PFD water lights have been maintained prior to leaving the Port of Norfolk.

Provide proof of annual service of all portable CO2 extinguishers and fixed firefighting systems prior to departure form the Port of Norfolk.

Conduct fire and boat drills upon activation; prior to departure.

CONDUCT WEIGHT TEST ON STARBOARD LIFEBOAT IAW 46 CFR 199.45

Provide USCG or Class approval for electrical breaker installed in aft sideof main bus switchboard in ECC or provide proper dead front panel IAW Subchapter J.

Provide proper operation of automation system of auxillary boiler.

Make permanent repairs to potable water piping in engine room where temporary patches are installed.

Prior to sailing provide proper operation of steering system from steering flat in all modes.

Submit proposal to secure natural ventilation in to of emergency generator room IAW 46 CFR 92.15-10(a)(b) for approval and insall to the satisfaction of a USCG Marine Inspector.

UPDATE FIRE SAFETY PLAN TO REFLECT ACTUAL STATIONS ONBOARD.

SUBMIT CHANGES FOR PERIODIC TEST PROCEDURES FOR BILGE AND BALLAST SYSTEM TOMSC FOR APPROVAL.

PROVIDE COPY OF ABS LOADLINE CERTIFICATE AND SOLAS SAFETY CONSTRUCTION CERTIFICATE TO [name withheld], ALABAMA PER 46 CFR 91.60-5.

PROVE VESSEL STEERING SYSTEM TO MEET REQUIREMENTS OF 46 CFR 58.25-10 FOR 28SECONDS FROM BRIDGE CONTROL STATION.

PROVIDE APPROVED STABILITY LETTER TO [name withheld], ALABAMA AND POST ORIGINALPER 46 CFR 97.11-1.

INSTALL SILENCE BUTTON TO ACKNOWLEDGE EMERGENCY GENERATOR ALARMS PER 46 CFR62-25.1(a)5.
