The construction and arrangement of a vessel must allow the safe operation of the vessel in accordance with the terms of its Certificate of Inspection giving consideration to provisions for a seaworthy hull, protection against fire, means of escape in case of a sudden unexpected casualty, guards and rails in hazardous places, ventilation of enclosed spaces, and necessary facilities for passengers and crew. Stbd shaft drip identified at more than a drip every 2 seconds. Shaft seal drip was deemed excessive. Adjust shaft seal packing to satisfaction of attending marine inspector. Vessel correct on site to a drip every 10 seconds.

A second power pump is an acceptable alternative to a hand pump if it is supplied by a source of power independent of the first power bilge pump. Individual power pumps used for separate spaces are to be controlled from a central control point and must have a light or other visual means at the control point to indicate operation. Vesse's fixed power pump did not achieve suction during bilge manifold suction test. Troubleshoot and repair bilge pump motor and provide test of bilge suction system to the attending marine inspector.

Starboard fuel shutoff valve did not close completely when tested. Adjust valve and demonstrate proper operation.
