The scantlings, material, and workmanship, the subdivision of cargo spaces, the arrangement of cofferdams, the testing of tanks and cofferdams, shall be at least equivalent to the requirements of a recognized classification society for the particular service specified in the application for the certificate of inspection and permit for the transportation of liquid flammable cargoes in bulk as of the date when the tank vessel was built or as of the date when the vessel was converted into a tank vessel. In the absence of such classification requirements, the Officer in Charge, Marine Inspection, shall satisfy himself that the vessel's structure as specified in this section is safe for the service to be specified in its certificate of inspection. Various cracked and seperated weld observed in all STBD voids at top outboard longitudianl frame during deficiency check. Provide verification of replaced welds to the satisfaction of the Marine Inspector. 46CFR32.70-5

If, during an internal structural examination, cargo tank internal examination, or underwater survey, damage or deterioration to the hull plating, structural members, or cargo tanks is discovered, the Officer in Charge, Marine Inspection, may require the vessel to be drydocked or otherwise taken out of service to further assess the extent of the damage and to effect permanent repairs. During the course of a repair check in the stern void, it was observed that severe deterioration of structural members existed. Multiple tank and stern chords were found rotted through in addition to the entry ladder. The owner/operator is required to have all bow, stern, and wing voids inspected by qualified surveyor and submit the findings of the survey and a repair plan to the servicing OCMI. 46CFR31.10-21(c) 701(c)

No. 2 starboard wing compartment, side shell plating is set in 0-3’ and holed over an approximate area of 3’6” vertically x 6’ longitudinally, commencing approximately 2’6” up from waterline, extending up 3’6”, commencing approximately 4’ aft of the forward bulkhead, extending aft 6’. Total area of side shell plate damage is approximately 10’ x 6’. Internal framing in way is fractured, twisted and set to conform. The side plating of the No. 2 cargo tank found set in and buckled 0-1” to 0-1-1/2”, conforming to the side shell plate damages.

Port bow rake knuckle was repaired as a result of damage sustained during a marine casualty. Temporary Repair remains in effect and satisfactory until vsl owner/rep can effect permanent repairs.

Remove excessive oils from prime mover manifold containment prior to operation.

Repair fracture in sideshell of #3 port wing void in way of first sidechord aft of hatch.

Repair loose handrails in way of port and starboard stern, and bow ladderway.

MAKE P/V VALVES AVAILABLE FOR CG INSPECTION.

RENEW PUMP ENGINE AIR START SUPPLY HOSE W/APPROVED HOSE.

RENEW FLAME SCREEN W30 X 30 MESH ON PUMP ENGINE FUEL TANK.

AT TME OF INSPECTION, CARGO PUMP WAS DISASSEMBLED AND INOPERATIVE. PROVE PROPER OPERATION IN PRESENCE OF CG MARINE INSPECTOR PRIOR TO LOADING CARGO.

PLAINLY AND LEGIBLY MARK/IDENTIFY HULL MARKINGS TO INCLUDE VESSEL NAME, HOME PORT AND DRAFT.

REPAIR OR REPLACE THE CARGO TRANSFER VALVE,LOCATED IN THE FORWARD RAKE PRE-SENTLY LEAKING,ALSO MAKE THAT COMPARTMENT AVAILABLE FOR INSPECTION.

TIGHTEN PACKING GLAND ON CARGO LINE VALVE LOCATED IN FORWARD RAKE AND MAKE FORWARD RAKE GAS FREE AND SAFE FOR A MARINE INSPECTOR TO EXAMINE.

MAKE RAKE ENDS AVAILABLE FOR INSPECTION.

REPAIR THE 1" HAIRLINE CRACK IN THE CARGO DECK JOINT IN WAY OF THE #3 CARGOTANK WRECKING LINE. TEMPORARY REPAIRS TO BE COMPLETED UNTIL PERMANENT REPAIRS ARE EFFECTED.

RENEW THE HATCH GASKET IN THE FWD RAKE HATCH.

REPAIR THE BROKEN WELD FOR THE EMERGENCY SHUTDOWN CABLE PULLEY IN WAY OF THE MID SHIP HANDLE.

RENEW THE PIN HOLED BLANK FLANGE ON THE #3 CARGO TANK WRECKING LINE.

REPLACE THE MISSING VALVE HANDWHEEL FOR THE CATCHMENT DRAIN VALVE.

REPLACE FLAME SCREEN ON FUEL TANK.

REPLACE FLAME SCREEN ON #3 P.V. VALVE.
