VICTORY

All vessels except non-self-propelled vessels shall be provided with suitable steering apparatus. Marine inspector observed the bolt securing the ram to the rudder arm was severely corroded causing excessive play that could lead to the bolt fracturing.

The owner, managing operator, or a qualified servicing facility as applicable must inspect portable and semi-portable extinguishers in accordance with NFPA 10. MI observed the vessel's portable fire extinguishers were serviced on 20APR2026, but was unable to provide the serving report. Provide servicing report to the satisfaction of the MI.

Each ship transporting more than six passengers for hire equipped with a radiotelephone station in accordance with Part III of Title III of the Communications Act must carry a radio operator that holds a marine radio operator permit or higher class license. MI observed Master did not have a marine radio operator permit.

Each survival craft must be secured to the vessel by a painter with a float-free link permanently attached to the vessel. MI observed the painter line was not connected to the life float above the wheelhouse. Crew attached the painter line to the life float.

All vessels shall be provided with bilge pumps in accordance with Table 182.25-10(a). MI observed bilge pump was not operating due to a faulty impeller.

All vessels of 26 feet in length and over shall be provided with individual bilge lines and bilge suctions for each watertight compartment. MI observed the piping for the engine room bilge suction was disconnected where the rubber hose met the installed piping.

A person may not employ or engage an individual in a position required to hold an MMC unless that individual maintains a current medical certificate.

As appropriate for the intended voyage, a vessel must carry adequate up-to-date U.S. Coast Pilot or similar publication; Coast Guard Light List. Vessel does not have Coast Pilot onboard and Light list is from 2023.

Batteries shall be secured against shifting with motion of the boat. Acid batteries shall be located in a tray of lead or other similar material resistant to deteriorating action by the electrolyte. Generator start batteries in engine room were unsecured and uncovered. 46 CFR 183.05-20(b)&(d) (Old-T)

Overcurrent protection must be provided for each ungrounded conductor for the purpose of opening the electric circuit if the current reaches a value that causes an excessive or dangerous temperature in the conductor or conductor insulation. MI observed missing overcurrent protection on battery charger conductors and stern light conductor.

Fuses must be of the cartridge type and must be listed by the Underwriters Laboratories or another laboratory recognized by the Commandant. MI observed blade fuses on electrical installations on the navigation bridge.

Each vessel constructed of wood certificated to operate on a limited coastwise route in cold water must be provided with life floats of an aggregate capacity that will accomodate at least 100% of the total number on board. One 15-person life float has a broken lifeline tab. Vessel limited to 78 total persons onboard (76 passengers and 2 crew)until life float is repaired to the satisfaction of the attending Marine Inspector. 705c: Vessel limited to 78 Persons onboard.

A vessel must carry either a first-aid kit that meets the requirements in 46 CFR 199.175(b)(10) or a kit with equivalent contents and instructions. First-Aid kit was found missing tourniquet and ammonia inhalants.

Each child size life jacket must be stowed in a location that is appropriately marked and separated from adult life jackets so the child size life jackets are not mistaken for adult life jackets. Child lifejackets were found stowed in the same space with adult lifejackets.

Flexible hose designed for use with hose clamps may be installed with two clamps, at both ends of the hose which: (1) Do not rely on the spring tension of the clamp for compressive force; and(2) Are installed beyond the bead or flare or over the serrations of the mating spud, pipe, or hose fitting. Fuel vent pipes on both port and starboard fuel tanks and fuel fill pipe on starboard fuel tank have flexible hose with missing hose clamps.

A grease extraction hood required by 46 CFR 181.400 must meet UL 710 (incorporated by reference, see 46 CFR 175.600) or other standard specified by the Commandant. (b) A grease extraction hood must be equipped with a dry or wet chemical fire extinguishing system meeting the applicable sections of NFPA 17 or NFPA 17A (both incorporated by reference, see 46 CFR 175.600), or standard specified by the Commandant, and must be listed by an independent laboratory recognized by the Commandant. Vessel has installed griddle with no extraction hood. Passenger count reduced to 49 passengers until wet suppression system is installed to the satisfaction of the attending USCG Marine Inspector.

Each ring life buoy with a floating waterlight must have a lanyard of at least 910 millimeters (3 feet) in length, but not more than 1,830 millimeters (6 feet), securing the waterlight around the body of the ring life buoy. Lanyard not of required length or equipped properly.

The equipment required for lifefloats and buoyant apparatus must meet the following specifications: Each paddle must be of at least 1,220 millimeters (4 feet) in length, lashed to the life float to which it belongs and buoyant. Paddles not lashed on 06 of 07 life floats.

A hatch cover must: Be attached to the hatch frame or coaming by hinges, captive chains, or other devices of substantial strength to prevent its loss. Lazarette and forward compartment hatch covers not attached by device of substantial strength.

A space containing machinery powered by, or fuel tanks for, gasoline must have a ventilation system that complies with this section and consists of: Provision must be made for closing all scoops for a space protected by a fixed gas extinguishing system. All closure devices must be readily available and mounted in the vicinity of the vent. No means to prevent ventilation through identified duct in engine room leading to weather deck.

A vessel is inspected for compliance with the standards required by this subchapter. Machinery, equipment, materials, and arrangements not covered by standards in this subchapter may be inspected in accordance with standards acceptable to the cognizant OCMI as good marine practice. Observed vice grip pliers used as knob on switchboard in engine room.

Each large battery installation must be located in a locker, room or enclosed box solely dedicated to the storage of batteries. Battery near starboard generator not stored in enclosed box.

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date: Charts of large enough scale to make safe navigation possible. Updated charts not on board.

Each PFD must have at least 200 sq. cm. (31 sq. in.) of retroreflective material on its front side and at least 200 sq. cm. on its back side. Identified 30 life jackets with worn retroreflective tape.

Materials and arrangements not covered by standards in this subchapter may be inspected in accordance with standards acceptable to the cognizant OCMI as good marine practice. Observed combustible material stored in engine room.

All electrical equipment and circuits must be clearly marked and identified. Two breakers on switchboard not labeled.

Placards containing instructions for the donning and use of the life jackets aboard the vessel must be posted in conspicuous places that are regularly accessible and visible to the crew and passengers. Placards onboard but not posted.

Each paddle must be of at least 1,220 millimeters (4 feet) in length, lashed to the life float to which it belongs and buoyant. Paddles not attached on 06 of 07 life floats.

Gears, couplings, flywheels and all machinery capable of injuring personnel shall be provided with adequate covers or guards. Machinery guard on port generator detached.

The master of the vessel shall ensure that: The EPIRB test required by paragraph (a) shall be logged or otherwise documented, as applicable. Monthly tests not logged.

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date: Coast Guard Light List. Coast Guard Light List not onboard.

All vessels shall be provided with a satisfactory arrangement for draining any watertight compartment. Bilge pump discharge line in the engine room leaks during operation. 46 CFR 182.25-1(a)

Provision must be made for closing all supply duct cowls for a space protected by a fixed fire extinguishing system. Cowls are unable to close fully tight during test.

All machinery and equipment must be maintained in such a manner as to afford adequate protection from fire. Port generator leaks fuel from fuel pump bleeder valve.

Each connection to a conductor or terminal part of a conductor must be made within an enclosure. Engine room ventilation fan and bait pumps wired inside electric tape.

An adult life jacket must be provided for each person carried on board a vessel. Vessel is certificated to carry 91 adults, but only has 89 life jackets.

Suitable covers, guards, or rails shall be installed in way of all exposed and hazardous places such as machinery. Two ventilation fans (engine room and lazarette) and starboard generator belt are missing guards.

The navigation rules concerning shapes shall be complied with by day. The vessel did not have dayshape(s) on board.

All valves in the fuel lines shall be tested by operation. The port forward fuel shutoff valve is rusted/seized. 46 CFR 176.25-10(a)(5)

Each vessel that operates on the high seas must have on board a Category 1 EPIRB installed to automatically float free. The hydrostatic release installation or expiration date could not be determined.

"Old" T large vessels require two fixed power (bilge) pumps. The two required fixed power bilge pumps shall be self priming and driven by different sources of power. If one pump is driven off the main engine in a single propulsion engine installation, the other shall be independently driven. The pumps shall be permanently connected to the bilge main and may also be connected to the fire main. VICTORY is a 68.1' length "Old" T (same regulation applies to "New" T) with one one pump connected to the bilge main. 46 CFR Table 182.25-10(a)

ALL ESCAPE HATCHES AND OTHER EMERGENCY EXITS USED AS MEANS OF ESCAPE MUST BE MARKED ON BOTH SIDES IN CLEARLY LEGIBLE LETTERS AT LEAST 50 MILLIMETERS (2 INCHES) HIGH "EMERGENCY EXIT, KEEP CLEAR." VESSEL'S EMERGENCY ESCAPE IN GALLEY WAS NOT LABELED. VESSEL WILL NEED TO CORRECTLY LABEL THE EMERGENCY ESCAPE FROM BOTH SIDES TO SATISFACTION OF THE MARINE INSPECTOR. 46CFR185.606

A DURABLE PLACARD MUST BE POSTED NEXT TO ALL RADIOTELEPHONE INSTALLATIONS WITH THE EMERGENCY BROADCAST INSTRUCTIONS AND INFORMATION, SPECIFIC TO THE INDIVIDUAL VESSEL. VESSEL'S PLACARD WAS MISSING. ENSURE PLACARD IS PROVIDED IN OPERATING STATION.46CFR184.506

COMPLETE BUT SIMPLE INSTRUCTIONS FOR THE OPERATION OF A FIXED GAS FIRE EXTINGUISHING SYSTEM MUST BE LOCATED IN A CONSPICUOUS PLACE AT OR NEAR EACH PULL BOX AND STOP VALVE CONTROL. VESSEL DID NOT HAVE INSTRUCTIONS LOCATED AT ITS MANUAL RELEASE FOR FIXED FIREFIGHTING. VESSEL WILL NEED TO HAVE INSTRUCTIONS POSTED AT THESE LOCATIONS. 46 CFR185.612(a)

PROPULSION MACHINERY SHALL BE SUITABLE IN TYPE AND DESIGN FOR PROPULSION REQUIREMENTS OF THE HULL IN WHICH IT IS INSTALLED AND CAPABLE OF OPERATING AT CONSTANT MARINE LOAD UNDER SUCH REQUIREMENTS WITHOUT EXCEEDING ITS DESIGNED LIMITATIONS. PORT AND STBD GENERATOR AIR INTAKE PIPING HAD HOLES AND WERE MADE OF IMPROPER MATERIAL. ADDITIONALLY, EXHAUST LINES TO GENERATORS WERE MISSING CLAMPS. VESSEL WILL NEED TO REPLACE AIR INTAKE PIPING AND ADD CAMPS TO EXHAUST LINES TO SATISFACTION OF MARINE INSPECTOR. 46CFR182.05-1(a)

PROPULSION MACHINERY SHALL BE SUITABLE IN TYPE AND DESIGN FOR PROPULSION REQUIREMENTS OF THE HULL IN WHICH IT IS INSTALLED AND CAPABLE OF OPERATING AT CONSTANT MARINE LOAD UNDER SUCH REQUIREMENTS WITHOUT EXCEEDING ITS DESIGNED LIMITATIONS. VESSEL'S EXHAUST PIPING FOR MDR HAD A TEMPORARY PATCH INSTALLED VESSEL WILL NEED TO MAKE PROPER REPAIRS TO THE SATISFACTION OF MARINE INSPECTOR. 46CFR182.05-1(a)

ALL ELECTRICAL INSTALLATIONS SHALL BE TO THE SATISFACTION OF THE [name withheld] VOID AND ENGINE ROOM CONTAINED DEAD END ELECTRICAL WIRING IS PROPERLY REMOVED TO SATISFACTION OF MARINE INSPECTOR. 46CFR183.01-15

ALL ELECTRICAL INSTALLATIONS SHALL BE TO THE SATISFACTION OF THE SATISFACTION OF THE [name withheld] LIGHTBULB WITHOUT SUFFICIENT COVERING. VESSEL WILL NEED TO ENSURE LIGHTBULB IS PROPERLY COVERED. 46CFR183.01-15.

THE CONSTRUCTION AND ARRANGEMENT OF A VESSEL MUST ALLOW THE SAFE OPERATION OF THE VESSEL IN ACCORDANCE WITH THE TERMS OF ITS COI GIVING CONSIDERATION TO PROVISIONS FOR PROTECTION AGAINST FIRE. VESSEL'S FIRE MAIN SHOWED LEAKAGE DURING OPERATIONAL TEST. VESSEL WILL NEED TO ENSURE IT IS LEADK FREE WITH PROPER REPAIRS. 46CFR177.100

EACH ITEM OF SURVIVAL CRAFT EQUIPMENT MUST BE OF GOOD QUALITY AND EFFICIENT FOR THE PURPOSE IT IS INTENDED TO SERVE. 1 LIFEFLOAT HAD SERVAL CRACKS EACH OVER 4 INCHES IN LENGTH AND ITS LIFELINE HAD DETERIORATED. VESSEL REPAIRED CRACKS AND REPLACED LIFELINE BY END OF INSPECTION. 46CFR180.175(a)

A vessel that is exposed to salt water more than three months in any 12 month period since the last examination must undergo a drydock examination and an internal structural at least once every two years. Vessel exceeded two year interval on 31JAN2021. Vessel required to undergo satisfactory drydock examination prior to departure from port or carrying passengers.
