Before any liquid or liquefied gas listed in Table 151.05 may be carried in an unmanned tank barge, the certificate of inspection issued to such barge shall be appropriately endorsed to show approval to transport such cargo. Vessel's CAA Serial No. C2-0402884 generated on 02NOV04, authorizes the carriage of cargoes that require the addition of inhibition or stabilization to prevent polymerization as referenced by the regulation listed on 46 CFR 151.50-70 under special requirements. The cargoes mentioned are : Iso-Decyl Acrylate (IAI), Isoprene (IPR), Styrene Monomer (STY), Vinyl Acetate (VAN), and Vinyl Neodecanate (VND). Because the vessel doesn't have a Vapor Control System and it currently has independent Pressure-vacuum (P/V) valves for each cargo tank, there is the possibility that the P/V valves seize over time if any of these cargoes are loaded on board the barge and proper valve inspection or adequate cleaning is not conducted after discharge; thus, increasing the risk for explosion or implosion due to environment conditions. As a result, vessel shall not carry any cargoes listed on the CAA that fall under the special requirement listed on 46 CFR 151.50-70. Vessel shall re-submit a request to the Marine Safety Center (MSC) to review the above mentioned CAA and removed the above mentioned cargoes. 46 CFR 151.01-20(b)

The person in charge of a Coast Guard inspected barge must ensure that the provisions of part 197, subpart C, of this chapter are applied. According to vessel's CAA previously mentioned, vessel is authorized to carry benzene products as listed under the CAA's special requirement column. Vessel does not currently meet the sign requirements of 46 CFR Part 197. Vessel shall either: (1) install a benzene sign to meet the applicable regulation requirements; or (2) have the specific cargoes listed on the CAA removed from the CAA and request for a COI benzene prohibition endorsement under form CG-3752. 46 CFR 151.50-60

Scantlings, material, and workmanship shall be at least equivalent to the requirements of ABS or other recognized classification society. Make permanent side shell & hull repairs to damage on forward starboard side rake corner and associated internal structures prior to cargo operations. Repairs are to be to the satisfaction of the attending USCG Marine Inspector.

Replace/renew fuel lines on cargo pump prime mover with approved hoses. Hoses must meet SAE J1942 IAW 46CFR32.35-1 and 46CFR56.60-25(b). LEGACY COMPONENT DESC: Hose

vessel may not load any cargo until a valid cofr is provided.

PRIOR TO NEXT LOADING REPACK REACH RODS.

ANNUAL TEST OF CARGO PIPING IS OVERDUE. TEST CARGO PIPING AT 1.5 X M.A.W.P.AND REPORT THE DATE AND TEST PRESSURE TO THE O.C.M.I., PADUCAH, KY.

MAINTAIN TEMPORARY REPAIRS TO 1" HOLE IN BOTTOM #4 STARBOARD WING VOID, DEWATER AS NEEDED. MAKE PERMANENT REPAIRS PRIOR TO RELOADING CARGO BUT NOT LATER THAN 15 FEB. 1986.

MAKE NECESSARY REPAIRS TO PREVENT THE MAIN DISCHARGE VALVE ON THE DISCHARGESIDE OF THE CARGO PUMP FROM LEAKING, THIS ITEM IS TO BE COMPLETED PRIOR TO LOADING THE NEXT VESSEL CARGO OR THE DATE OF COMPLIANCE WHICHEVER OCCURS FIRST.

REMOVE WATER AND PRODUCT FROM THE CONTAINMENT SURROUNDING THE FUEL TANK.

REPAIR OR REPLACE THE RELIEF VALVE ON THE STEAM LINE. THIS ITEM IS TO BE COMPLETED PRIOR TO OPERATING THIS PARTICULAR SYSTEM OR THE DATE OF COMPLI- ANCE, WHICHEVER OCCURS FIRST.

TIGNTEN BOLTS IN ALL CLEANING HATCHES.

REPLACE HANDWHEEL ON STEAMLINE VALVE.

TEST REMOTE EMERGENCY PUMP SHUTDOWN.

CLEAN DECK AREA AROUND CARGO PUMP.

REPLACE "DANGER KEEP OUT" SIGN ON CARGO HATCHES.

REPLACE MISSING BOLTS IN FLAME SCREEN NR1 CARGO TANK.

TIGHTEN BOLTS IN ALL CLEANING HATCHES.
