Vessel's crew tried 02 times to conduct the shutdown on both cargo pump prime movers unsuccessfully. Cargo pump shutdowns on vessel are controlled by a portable CO2 extinguisher. Rectify prior to unloading cargo or using prime movers. 46CFR32.50-35(a)
