Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons on board under normal and emergency conditions. The vessel suffered a loss of steering at MM 296 Illinois River. Make repairs to the steering system to the satisfaction of the TPO.

Vessel reported grounding in the Channel MM 250 ILR. Divers from KDI Diving surveyed the vessel and found all propeller blades (Flukes) on both propellers damaged to various degrees. Rudders both steering and flanking were reported intact and functional. Vessel may proceed light boat during DAYLIGHT ONLY to Northern Marine shipyard, MM 299.8 ILR Lemont, Illinois. Vessel shall to be dry docked, have damage surveyed out of the water and repaired. Repairs must be completed to the satisfaction of the Coast Guard (MSU Chicago) and under the oversight of the vessels TPO Sabine Surveyors [name withheld] of Shipping (ABS) must also be consulted. The repair proposal must be submitted and reviewed by MSU Chicago before commencing repairs. Should any conditions change with the vessels ability to safely maneuver during the voyage to Northern Marine Shipyard MM 299.8 ILR than the voyage must stop and the MSU Chicago Duty Marine Inspector must be consulted.
