Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. During outbound transit, vessel reported that the starboard main engine experienced overheating which resulted in the crew reducing propulsion and returning to Penn Terminal. Vessel is required to make repairs to the satisfaction of the TPO and provide TPO report to Sector Delaware Bay OCMI prior to departure.
