During each inspection or reinspection for certification, all wing voids, rakes, cofferdams, and other void spaces on tank barges must be opened and checked from on-deck for the presence of water or cargo indicating hull damage or cargo tank leakage. If water or cargo is not present, these spaces need not be gas freed, ventilated, cleaned, or otherwise prepared for personnel entry. If water or cargo is present, an internal structural examination may be required. MI discovered over 3 inches of water in the third starboard wing void. MI's were informed that the water was most likely from the wash down of the cargo tank. Vessel must conduct testing to determine sources of all possible cargo leaks. Void must be cleared of all standing water and reinspected.

If, during an internal structural examination, cargo tank internal examination, or underwater survey, damage or deterioration to the hull plating, structural members, or cargo tanks is discovered, the Officer in Charge, Marine Inspection, may require the vessel to be drydocked or otherwise taken out of service to further assess the extent of the damage and to effect permanent repairs. MI's discovered tripping brackets welded directly to the hull instead of the vertical cord in the overhead of the stern void. It was also noted that several voids had vertical cords with murmurous broken stitch welds. Proper tripping brackets must be installed and all broken welds must be repaired.

MI observed prime mover was constructed of fiberglass. Replace hood with appropriate material to the satisfaction of marine inspector.

MI observed deteriorated flexible fuel hose supply and return exceeding the allowable lengths installed at diesel tank. Run hard pipe as much as possible and install flexible fuel hose where necessary in lengths 30” or less to the satisfaction of the marine inspector.

Openings shall be fitted with bolted cover plates and acid-resistant gaskets. MI's noted that there was extensive gaskets along the cargo tank that were dry rotting. Replace all deteriorating gaskets.
