When major or minor repairs of tanks vessels become necessary, the work shall be done under the direction of the Officer in Charge, Marine Inspection, and shall be in accordance with the regulations in the effect for new construction insofar as possible. While staged in Triangle Fleet LMR MM134-135, loaded with Caustic Soda, the crew members notice 4' of water in the #2 continuous wing void, crewman observed 5" crack below the water line, approximately 15 ft from aft bulkhead and 7 ft from floor. Prior to movement submit to the Coast Guard a repair plan for temp repairs, a transit plan to include cargo discharge details and tow arrangement with daylight transit only and return voyage to Triangle fleet. With the understanding that the owner intends to scrap this vessel and surrender the COI. Advise Sector New Orleans Coast Guard of movement to cleaning facility. Owner shall provide Marine Chemist Cert. identifying that every void/tank is certified gas free prior to surrendering the COI. 46 CFR 30.01-10
