Each vessel must have a stability letter issued by the Coast Guard before the vessel is placed into service. This letter sets forth conditions of operation. Vessel is not operating IAW their stability letter issued, October 24, 2025. In the letter it states "No.1 Ballast Tank shall be 60% full with saltwater at all times." It was observed empty. Letter additionally states, all other ballast tanks and fresh water tanks shall be empty, they were approximately 70% full. Prior to carrying passengers.

The ship's whistle was IN-OP at the time of inspection
with a small handheld air horn present in lieu of the
installed system. The hand held horn is not adequate for
prolonged voyages in restricted visibility.
