A sufficient quantity of protective equipment must be maintained and in adequate condition onboard during the transfer of class 1 hazardous materials. Upon barge inspection, 03 fire exintuighsers were found to have missing tamper seals located on the crane, engine compartment and below the crane. Crane extinguisher had a dent on the underside of the cylinder.

Each portable magazine used for stowage of class 1 (explosive) materials on board vessels must ensure all inner surfaces are smooth and free of any protruding nails, screws, or other projections. Inner doors showed deterioration and protruding nails and screws. Doors shall be fixed to standard requirements.

Under the permit material handling equipment must meet requirements of NFPA 307. Work crane 9720 was observed with several hydraulic leaks due to over-pressurization of winches within system.

Under the permit portable fire extinguisher must be maintained as per NFPA 10 (33 CFR 126.15(b)(2)). Hydrostatic test was out of compliance.
