Starboard main engine did not start immediately on demand. During the inspection the crew identified the battery life was past due. Replaced and ran without issue. Was able to observe the engine operate after a jump charge to operate the bilge sytem and main fire pump all driven off the starboard engine. Corrected deficiency on the spot.

Waterlight clip was seized and would not permit disconnection from ring life buoy.

A visual and audible alarm must be provided at the operating station to indicate a high water level. During exam it was identified that there was no light for the engine room high level alarm. Vessel general alarm sounded when the engine room high water alarm was operated. It was also identified that the spaces were labeled incorrectly. Vessel must prove proper operation of the high water level system.
