Machinery must be maintained to provide for the safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. While conducting escorting operations, the engineer on watch discovered leak from steering line. Vessel removed itself from escorting duties and diagnosed leak to be from failure of an O-Ring.
