Essential systems or equipment must be regularly tested and examined. Tests and examinations must verify that the system or equipment functions as designed. If a component is found unsatisfactory, it must be repaired or replaced. Test and examination procedures must be in accordance with manufacturer's instructions or the Towing Safety Management System (TSMS) applicable to the vessel. Crack identified on the channel cooler for the port main engine cooling system. TPO via TSMS to attend vessel for permanent repairs. 46 CFR 143.245(a)

A 40-B portable fire extinguisher must be located near the storage room or cabinet. This is in addition to the portable extinguishers required by tables 142.230. Vessel currently has only 10-B:C extinguishers at the paint and flam lockers. Upgrade and mount both extinguishers to 40-B portable extinguishers to the satisfaction of the Third Party Organization (TPO).

Both MDE's shut down and vessel lost propulsion while in tow. Propulsion machinery, including main engines, reduction gears, shafting, bearings, and electrical equipment and systems, must:(1) Be maintained to ensure proper operation; (2) Be suitable for route and service; and (3) Have suitable propulsion controls to provide the operator full control at each operating station. Vessel may navigate to Wilmington anchorage. Prior to exiting the anchorage vessel must notify the Sector Delaware Bay Command Center of their intended mooring plan. 143.205(c)
