The survey shall be such as to insure that the necessary repairs or renewals have been effectively made, that the material and the workmanship of such repairs or renewals are in all respects satisfactory, and that the vessel complies in all respects with the regulations. The vessel's crew self-reported that the bow thruster is inoperable due to an active fluid leak, which resulted in a visible sheen on the water. The vessel is authorized to transit to the CSX Dock No. 2 in Toledo, OH, to conduct repairs. Repairs shall be completed to the satisfaction of the local Officer in Charge, Marine Inspection (OCMI). The vessel is authorized to transit under its own main propulsion but shall utilize commercial tug assistance to facilitate safe maneuvering and mooring near the repair berth. 46 CFR 91.30-1

On 5 April 2025 Vessel captain notified MSU Cleveland that during pre-departure ballast tank checks that 2 leaks were discovered in the side shell in the #5 starboard ballast tank. They also found leaks between #5 and #6 ballast tanks, and a leak in cargo hold #4. Cargo hold and ballast tank interior bulkhead leaks were drill-stopped, gouged and rewelded with a full penetration weld. The 2 side shell leaks were cropped and renewed. ABS conducted testing on leaks and have accepted the repairs.

The port no. 05 ballast tank has a pinhole leak below the water line where as it is allowing approximately 1 gallon of water ingress a minute (fixed system able to monitor and control ingress). Additionally the Port 07 and 08 also have pinhole leaks and are in need of repair. Vessel is to proceed to Cedarville, MI and make repairs to the satisfaction of ABS prior to departure.
