When conducting an examination of a towing vessel as required by this subpart, the surveyor must determine whether any defect, deterioration, damage, or modifications of the hull and related structure and components may adversely affect the vessel's seaworthiness or fitness or suitability for its route or service. Vessel may continue to operate for the remainder of the operational season IAW the approved operational plan. STBD MDE not to exceed 750 RPM. Dive surveys are to be conducted and attended by ABS every 6 months. Any abnormalities observed during operations shall be reported to the cognizant OCMI immediately. Repairs to the STBD propeller shall be conducted during winter layup. 46 CFR 137.325(a)

17AUG2022: MSU Cleveland was notified by Sector Sault Ste. Marie that while investigating a grounding, a CG Investigator noticed that the Approved TSMS was the same SMS being used throughout this company's fleet of vessel types. The fact that the TSMS is not Subchapter M specific draws into question if this document meets the TSMS Elements required in §138.220. To ensure compliance with the applicable regulations we require the following: a) Make appropriate pen & ink changes to the existing TSMS, to meet the Elements of §138.220

In accordance with §139.160 (c) The Coast Guard may require a revision of a previously approved TSMS if it is determined that the requirements of this subchapter are not met. Since the current TSMS makes reference to non-applicable sub-chapters, the TPO shall conduct an External Audit to review the TSMS and ensure appropriate changes are made prior to 31DEC2022.

Power pack #8 failed a connecting rod bearing requiring renewal by ship’s crew. Concurrent COTP order with Sector Detroit for reduced propulsion issued by this unit.
