MOB drill using OSCAR was unsatisfactory. The crew was unfamiliar with the procedure to set up the block & tackle for retrieval, and the 2 deckhands were unable to recover OSCAR without assistance, which was still a long struggle. MI reccomended more training and possible improvements to the MOB procedures/equipment, and will return to observe another MOB drill prior to clearing deficiency.
