In general, compliance with the standards established by the American Bureau of Shipping, see subpart 90.35 of this subchapter, will be considered as satisfactory evidence of the structural efficiency of the vessel. MIs conducting an ISE exam of the void spaces noted the following, however, not limited to: 1. Wastage beyond acceptable standards to tripping brackets/gussets (bottom long to watertight bulkhead and transverse floor frame) in the #1 P/S voids 2. Transverse floor frames and bottom longs in the #1 P/S voids beyond acceptable standards 3. Side cord not attached to walking deck due to wastage in #4P void, and another with wastage in #2P void 4. Side long to chord crushed beyond tolerance in #4P void 5. Walking deck long wastage at hatch in starboard bow void 6. Broken welds in side long repairs in #2S void 7. Crushed chords and side longs in #3P 8. Port bow headlog inset Company shall submit a detailed repair proposal for the above mentioned repairs (including but not limited to) prior to work being completed. ISE Credit not given for this vessel during inspection.

Electrical installations on vessels must ensure protection of passengers, crew, other persons, and the vessel from electrical hazards. Vessel's shore power receptacle does not have a mechanical mean to ensure the shore tie plug is de-energized (without live power) prior to connecting/disconnecting the shore tie cable from the barge receptacle; thus, increasing the risk for the operator of an electrical shock hazard and/or possible death when connecting/disconnecting shore tie plug from the vessel's receptacle. Additionally, the Cargo Tranfer Procedures on board the vessel doesn't address the requirement for the shore tie cable to be completely de-energized (live) before disconnecting the shore tie from the receptacle (paragraph 15). Vessel shall have an adequate system in place, whether mechanical or procedural, to prevent possible electrical shock hazard when handling the shore tie plug on board. This shall be completed to the satisfaction of a Coast Guard Marine Inspector.
