The construction and arrangement of a vessel must allow the safe operation of the vessel in accordance with the terms of its Certificate of Inspection giving consideration to provisions for a seaworthy hull, protection against fire, means of escape in case of a sudden unexpected casualty, guards and rails in hazardous places, ventilation of enclosed spaces, and necessary facilities for passengers and crew... As noted at the last dry-dock corrosion and pitting has continued to progress, several pits were discovered during the 2023 annual inspection that exceed 25% wastage limits in the following spaces/locations; 1) Stbd water tank void space – several isolated pits measuring approximately 1/32” aft along the keel. 2) Stbd water tank void space – single pit. That was located aft in the space near insert – measured 1/8” (pictures attached) 3) Port MSD tank void space –several isolated pits measuring approximately 1/32” aft along the keel. 4) Stbd fuel tank space – pitting all along the keel aft of the fuel tank. Several pits measured 1/16”, some over and some under. Observed some pitting under generator but unable to measure due to space restrictions. 5) Stbd engine room space – pitting all long the keel from the forward part of the room to the aft. Several pits measured over 1/16”, some measured under. Clean all effected areas and submit temp and permanent repair proposal to the OCMI for approval and make any and all repairs. Permanent repairs to be made at the vessels next scheduled dry-dock 30Nov2023. 46 CFR 177.100 After further review, temp repairs will not be allowed. Due to substanstial wastage, permanent repairs must be made prior to operating vessel.
