All tank vessels, the construction or conversion of which is started on or after July 1, 1951, shall conform to the requirements in this subpart in construction of hulls. The gunnel in way of the #4 port wing void is crushed inboard approximately 4-5 inches for a distance of approximately 6 to 8 feet and associated internal framing is damaged. Submit repair proposal for cognizant OCMI approval and make permanent repairs within the next 45 days (Due by 02/02/25).

The owner, managing operator, master, and person in charge of a vessel towing a tank barge, shall be responsible for monitoring the integrity of the tank barge and enduring adherence to proper safety precautions including - the tank barge does not leak water into the voids. Multiple void hatches were missing some or all of the gasket material compromising the watertight integrity of those voids. CORRECTED
