The ring, lines and letters associated with the Load Line marks shall be painted in white or yellow on a dark ground or in black on a light ground. They shall also be permanently marked on the sides of the vessels to the satisfaction of the assigning authority. The marks shall be plainly visible and, if necessary, special arrangements shall be made for this purpose. The Load Line marks on the starboard side shell are not marked with contrasting colors. IAW 46 CFR 42.13-40

The arrangements shall ensure that the tightness can be maintained in any sea condition. Several weathertight covers to the void spaces have deteriorated gaskets, of particular note are the port and starboard bow void covers and one on the port side amidships. IAW 46 CFR 42.15-30 (c)
