Each towing vessel must have a means to monitor and control the amount of thrust, rudder angle, and direction of thrust at each operating station. Vessel's rudder angle indicator is inoperable. Vessel may proceed to its destination in Sabine Pass TX with a crewmember standing by the steering gear, equipped with a radio to report rudder angle to the bridge for the duration of the voyage. Prior to departure from the destination, vessel must recieve approval from the OCMI.

Resolution: Vessel consulted technician, and found the gauge sending unit loose. Crew tightened the sending unit properly with satisfactory results. Steering tested to the satsfaction of the attending marine inspector.
