A cargo tank of a tank vessel connected to a vapor collection system must be equipped with with a permanent or portable closed gauging device. The #3 cargo tank has a pinhole in the weld seem below the tank's sight glass and allowing vapors to be emitted from the tank. A temp repair has been made. After cargo is off loaded, make permanent repairs to the satisfaction of cognizant OCMI prior to loading next cargo but not later than 14 days from this date.
