Based on reports from an authorized classification society that a vessel complies with applicable international treaties and agreements, the classification society's rules, and the U.S. supplement prepared by the classification society and accepted by the Coast Guard, the cognizant OCMI may issue a certificate of inspection to the vessel. On 26 February, 2021 the PRIDE OF AMERICA's stbd anchor chain parted under heavy winds while anchored at Anchorage Charlie in Honolulu, Hawaii. Such assistance towing vessels must be under the direction and control of an individual holding a license or a Merchant Marine Credential (MMC) authorizing them to engage in assistance towing under the provisions of 46 CFR 11.482. While anchored, vessel must have a standby towing vessel of adequate horsepower and maneuverability. Emergency transitional power UPS does not operate as designed. Provide a transitional source of emergency electrical power as required in paragraph 4 of mentioned SOLAS cite. If this requirement cannot be met prior to departure from Nauwiliwili, Kauai, provide a equivalent level of safety through a mitigation strategy in absence of transitional power UPS to the satisfaction of Officer in Charge of Marine Inspections in Honolulu, HI.

Firedoors in main vertical zone bulkheads, galley boundaries, and stairwell enclosures shall be selfclosing. The following firedoors were found not to be fully selfclosing: 3-2-070, 11-2-038. SOLAS 2001, 11-2 REG 30.4.1 SOLAS 2014, 11-2 REG 14.2.1.1.1

The normal equipment of every lifeboat shall consist of anti-sickness medicine. Sufficient for at least 48hr. All lifeboats were found to have an insufficient amount of medicine continued within them.

Passenger ships carrying more than 36 passengers shall be equipped with an automatic sprinkler, fire detection and fire alarm system of an approved type in all service spaces. The areas outboard of the atrium were being utilized as a category 13 space but did not have the installed fire detection systems. SOLAS 2001, II-2 REG 36.2

The safety management system should ensure the applicable guidelines and standards recommended by the maritime industry organization are taken into account. Category 13 storage/items were found too near in proximity to installed Marioff sprinkler nozzles. SOLAS 2014, IX, reg 3.1 ISM A 1.2.3.2

In interior locations in passenger ships carrying more than 36 passengers fire hoses shall be connected to the hydrants at all times. Found station 11-102 was found with the fire hose not connected.

Make permanent repairs to the temporary emergency power source to the satisfaction of the attending Coast Guard marine inspector and the vessel's classification society.

Prove proper operation of OWS OVBD 3 way valve. To the satisfaction of Coast Guard or Class.

Pressure test the CO2 system for the paint locker located in deck 4 A/C room with CG attendance.

Conduct machinery inspection to the satisfaction of the attending Marine Inspector. Next port call Oahu.

Prove proper operation of 4 main diesel generators.

Replace all non high temperature wire ties in all generators for the Partial Discharge Monitorting system.

Provide Partial Discharge Monitoring system paper work. (installation, specs, approvals)

Prove proper operation of all speakers in both fwd and aft engine rooms.

Make proper repairs/replace number three chill water salt water pipes.
