Vessel does not have hand rails or bulwarks on periphery of vessel. Rails or equivalent protection must be installed near the periphery of all decks accessible to crew. Equivalent protection may include lifelines, wire rope, chains, and bulwarks that provide strength and support equivalent to fixed rails. (b) In areas where space limitations make deck rails impractical, such as at narrow catwalks in way of deckhouse sides, hand grabs may be substituted. Owner shall install handrails on stern of vessel. Owner shall create written policy for crew included in health and safety plan to instruct crew members not to walk down outboard side of vessel while in transit. Owner shall place a sign reminding crew not to transit outboard side of vessel. To the satisfaction of the attending Coast Guard Marine inspector.
