Vessel does not have a valid Certificate of Inspection (COI). With vessel operating in commercial towing service, managing owner/operator has four Subchapter M towing vessels operating in commercial towing service. Deficiency issued in accordance with 46 CFR 136.202(a)(3), requiring the vessel not to be used in or for commercial towing services as owner/operator must have valid COI’s on 75% of their towing vessels.
