(tankers) - Each tank ship with VCS must be fitted with a pressire sensing device that activates a high pressure alarm when the pressure of not more than 90% of the lowest pressure relief valve setting. The breather valve was the lowest pressure relief valve setting. The breather valve was the lowest pressure relief valve and has a setting of 1200. Alarm set point was found at 1260mmWG. Alarm set point was adjusted. Relevant manuals and plans should be amended to the changes. 33 CFR 155.750(d) and 46 CFR 39.2013.

PSCOs observed 24 of 29 explosion proof lighting in the cargo pump room and 2 of 2 explosion proof lighting in SOPEP locker with cracks in housing, compromising the integrity of the fixture. 74 SOLAS (04 cons) II-1/45.10

PSCOs requested to witness test of high gas pressure alarm as part of IGG checks. Port State Control Officers discovered oily rags placed in the vicinity of the #1cargo pump mechanical seal, which raised doubts with regards to the proper operation of the pump. This equipment must be properly tested to the satisfaction of the attending marine inspector or port state control officer. The Ships Master has agreed not to operate the #1cargo pump until deficiency has been rectified.

Resolution: The vessel submitted a declaration from Master stating that on the 3rd and 4th of August 2009, the #1 cargo pump was overhauled, mechanical seals replaced, and pump tested and found in good working condition.
