Scantlings, material, and workmanship, subdivision of cargo spaces, fitting of cofferdams, and testing of tanks shall be at least equivalent to the requirements of the American Bureau of Shipping or other recognized classification society.
Company reported a 2'L x 3" W gash in the starboard bow void side shell approximately 2' above the waterline in its loaded condition. Cause of damage unknown. As requested by company, vessel is required to affect a temporary epoxy patch, unload cargo at VOPAK Freeport, TX then transit directly to Port Arthur, TX for permanent repairs to satisfaction of USCG.

Pressure-vacuum relief valves intended for use on tank vessels must be approved for such use by the Commanding Officer, U.S Coast Guard Marine Safety Center (MSC).
The installed pressure-vacuum (PV) valve is not in accordance with the vessel's Vapor Control Authorization (VCS) Plan Review Information Sheet (PRIS) issued by MSC.
The vessel's VCS PRIS identifies the installed PV valve to be an ERL Superac 6" valve with Coast Guard Approval 162.017/0167.
The PV valve currently installed on the vessel is a Tank Tech H/V PV Valve.
Bring vessel into compliance by installing the authorized PV valve and completing a leak test to the satisfaction of the attending marine inspector. Notify MSU Texas City once repairs are completed at [email withheld]
