Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. Vessel reported loss of propulsion on port engine. Vessel movement is restricted upon arrival to berth for repairs. Repairs shall be conducted in accordance with the vessel's TSMS procedures.
