Propulsion machinery, including main engines, reduction gears, shafting, bearings, and electrical equipment and systems, must: Be maintained to ensure proper operation. During the marine casualty, witness statements included that a mooring line had been hanging from the vessel's starboard side and was snagged by the starboard shaft/propeller. MI performed dead slow test at the dock and heard an object scraping the keel. Vessel must confirm shaft, propeller, and rudder are satisfactory to the attending USCG MI.
