An efficient bilge pumping shall be provided, capable of pumping from and draining any watertight compartment under all practical conditions. PSCO noted that the bilge suction strainer located in the Bos'n Hole port side was deteriorated.

To transfer vapor of a flammable cargo with a facility regulated by 33CFR Part 154, a vessel's COC must be endorsed by the Coast Guard staing the VCS is approved under 46 CFR Part 39. The certification must include the items noted in 33 CFR Part 39 and the Chemical Tank Vessel Information Sheet (CTVIS) provided to the ship's Master. PSCO noted the certification provided did not contain the required items required by the applicable standard.

08103 - Fire Alarm - Fixed fire detection and fire alarm system required to be installed in a periodically unattended machinery space shall be so designed and the detectors so positioned that the detection system should initiate audible and visual alarms distinct in both respects from the alarms of any other system not indicating fire in sufficient places to ensure the alarms are heard and observed on that navigation bridge and by a responsible engineer officer. -Port State Control officers tested smoke detectors in the purifier, generator, and ECR spaces and observed the audible alarms failed to activate in the machinery space during the testing of the smoke detectors. -74 SOLAS (2014 cons.) All fire monitors on deck have stress cracks on top angling handle. Request each handle be reinforced to the satisfaction of class. Request report to be faxed to Sector Miami.
