Oil filtering equipment referred to in paragraph 1 of this regulation shall be of a design approved by the Administration and shall be such as will ensure that any oily mixture discharged into the sea after passing through the system has an oil content not exceeding 15ppm. PSCO observed non-operational oil content meter.
Condition: Improper/Lack of Maintenance
Action required: 40 - Rectify deficiencies prior to next US port after sailing foreign

Resolution: The OWS filter elements have been renewed and tested ensuring that the 15 PPM alarm is operating properly.

In a ship in which oil fuel is used the arrangements of the distribution and utilization of oil fuel shall be such as to ensure the safety of the ship and persons on board. PSCO observed excessively oiled accumulations in lagging below purifier room.

Resolution: The vessel identified, secured the leaking equipment, then cleaned and or replaced oily laggings.
