The condition of the ship and its equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea without danger to the ship or persons on board. Vessels cargo monitoring system is inoperable. USCG could not conduct COC requirements. Vessel is prohibited from conducting cargo operations until the cargo monitoring system has been tested satisfactory by flag/class. Once condition of class report has been received and approved, USCG will return to complete the remainder of COC exam.
