Port Engineer was attempting to perform the annual vapor tightness test on the barge and discovered a rust blister that had about a 1/16 inch pinhole in the vapor line, approximately 15 foot aft of the vent stack over the #1 starboard cargo tank, at a pipeline support stanchion. Crew has installed a temporary pipe wrap to the affected area. Provide repair proposal to Sector Houston Galveston and make permanent repairs prior to loading cargoes requiring Vapor Control.
