The master of each vessel subject to this subpart shall employ one of the required ballast water management practices. The vessel is experiencing a failure of the ballast water system on the 3S, 4S, and 5S ballast tanks that is causing the starboard ballast pump to lose suction as the tanks are being pumped out, preventing the water from being sent through the onboard ballast water treatment system. Determine the cause of the failure and conduct repairs to the ballast water system prior to discharging untreated ballast water.

Unless otherwise expressly provided for in this subpart, the master, owner, operator, agent, or person in charge of vessels employing a Coast Guard-approved BWMS must meet the applicable ballast water discharge standard (BWDS), found in § 151.2030 of this subpart, at all times of discharge into the waters of the United States. Vessel reported alarm on their STBD BWTS "UV Chamber Moisture Detected" and is unable to timely repair due to specific part shortage. Vessel is authorized a one time discharge of ballast water in New Orleans to conduct cargo operations and is then restricted from discharging untreated ballast water in U.S. waters until permanent repairs are completed and a technician report attesting to satisfactory repair of the BWTS to Coast Guard Marine Inspectors.

The ground detector on the 120v panel in the stbd pump room was indicating a ground fault on the 3rd phase indicator. Notify CG cause of ground fault and repair in kind.
