The barge was found to have leaks in the cargo heating system steam piping. The barge is only authorized to offload cargo on board, after which the vessel is directed to make permanent repairs to the cargo tank heating system in Number 1 cargo tanks and Number 2 cargo tanks. A Coast Guard Marine Inspector is to witness a successful hydrostatic pressure test in accordance with 46 CFR 56.97 at 1.5
