ALL LIFERAFTS HYDROSTATIC RELEASES WERE NOT ARRANGED AS PER THE MANUFACTURER'S INSTRUCTION, WHICH PREVENTS THE LIFERAFTS FROM AUTOMATICALLY FLOATING TO THE SURFACE WHEN THE SHIP SINKS.
