Every ship of 400 Gross Tonnage and above shall be subject to an initial survey under MARPOL Annex VI and be issued a IAPP. Two diesel engines on vessel were manufactured after 2004 and are required to have EIAPP certificates in order to complete initial survey. MARPOL Annex VI/ Reg 5, 40 CFR 1042
