MI identified an isolated bilge pocket full of oil that was found to have 02 sump pumps leading to overboard discharges. Vessel must provide USCG the purpose for this container with associated sump pumps and how the vessel plans to ensure oil is not being discharge overboard.

Pressure vessels over 5 cubic feet in volume and over 15 pounds per square inch (MAWP) must be equipped with one ore more spring-loaded relief valves. The total relieving capacity of such relief valves must prevent pressure from exceeding the MAWP, as established by the manufacture, by more than 10 percent.
Current pressure relief valve is the incorrect size and set to the wrong relief pressure (200 PSI). MAWP of the pressure vessel is 150 PSI.
Renew relief valve with one of adequate pressure & size.

Resolution: Relief valves renewed with correct size valves, fitted to the original location designed by the MFR. Valves have been tested and set to the correct relief pressure.
Each towing vessel must have a reliable means to provide notification when an emergency condition exists or an essential system develops problems that require attention.
Vessel does not have a means of conducting an operational test of the alarm set points for:
1. Main Engine Low Lubricating Oil Pressure,
2. Main Engine High Cooling Water Temperature,
3. Auxiliary Generator Engine Low Lubricating Oil Pressure,
4. Auxiliary Generator Engine High Cooling Water Temperature,
5. Low Hydraulic Steering Fluid Level.
Alarms must be visible and audible at each operating station.
Provide a reliable means to test alarm set points to the satisfaction of the attending Marine Inspector.
